God Told Me To (1976)
Police detective Peter Nicholas (Tony Lo Bianco) is investigating some random shootings committed without reason. A sniper shoots people from a water tower, a policeman opens fire on a parade, and a father shoots his entire family. When questioned, they calmly respond "God told me to". Upon further investigation, a mysterious person by the name of Bernard Philips (Richard Lynch) is at the center of the incidents. But is Bernard really what he appears to be?
